In 1851, Ann gives her birthplace as Hankelow and the above age is exactly right to match her in 1851. Hankelow is a really tiny place, but I suppose this could be a similar case to the 2 Blenkinsop families in Heworth/Felling.

The 1841 census surname could actually be read as Bebbington, but the family do seem to consistently call themselves Billington in church records etc.

In 1851, the family are at Hankelow, still Billingtons and still as 1841 except for the absence of Ann:
