NB - The annotation against Marcelino's entry may be connected with the Luce-Celler Act which allowed Filipino immigrants who had arrived before March 24, 1943 to become naturalized citizens.
In 1934, the Tydings-McDuffie Act declared the Philippines a commonwealth and all Philippine-born Filipinos aliens.
